After a first degree in History, Owen Davies qualified as a social worker at Sussex University in 1972. He worked in social services departments until 1978 when he joined the union NALGO as a regional officer.

He served the union (which became a part of UNISON) in various roles at regional and national level for over 25 years. He represented a range of technical and professional staff in the NHS and was one of the team of five union officers who led the ambulance dispute in 1989.

From 1999 to 2006 he led for the union on social care issues and served on various bodies including the European TUC working group on social services, the board of Skills for Care and the commission which produced the “Safer Place” report about preventing violent attacks on care workers.

In February 2006 he joined the GSCC as Head of Policy Development and is now Head of Policy and Research.
